A Second Woman Says Biden’s Touching Made Her Uncomfortable

A Connecticut woman, Amy Lappos, said Mr. Biden rubbed noses with her at a fund-raiser in 2009. Mr. Biden’s past behavior has been misrepresented, a spokesman for him said.
